Job Summary
Reporting to the Director, Policy, Planning & Strategy (Director), the Manager, Policy Development (Manager) has a college-wide responsibility for policy and procedure development, review, consultation, evaluation, and maintenance. The Manager works across all areas of the college and with various policy owners and stakeholders to ensure appropriate individuals are involved in the development and revision of campus-wide policies. This position directly manages work with external consultants, and is required to facilitate, oversee, and lead the work of cross-functional policy teams on a regular basis.
Specific Duties
In close consultation and collaboration with the Director, the Policy, Planning & Strategy (PPS) team, and the Administrative Leadership team, the Manager will:

Lead the development, review, maintenance, and evaluation of policies and procedures as prioritized by the Board of Governors, Executive Committee, and Education Council including the following areas of work:
· Research, draft, and evaluate new and existing college policies to ensure they are up-to-date and comply with current strategic objectives, legal requirements, and government directives
· Lead the consultation and engagement process for the review of policy drafts
· Lead cross-departmental policy development and review teams, developing schedules, tracking and reporting on progress
· Lead the ongoing continuous improvements to the CNC policy framework, working with internal teams and external consultants as required
· Consult with subject-matter experts, including internal and external stakeholders
· Ensure consistency, integrity, and equity of the policy assessment and development processes
· Develop effective and pro-active communication strategies for sharing policy changes with employees, students, and other college community members
· Work with Administrators to develop plans for policy implementation and to identify operational impacts of policy changes and resource and training needs Ensure policy work at CNC is consistent with the College’s mission, vision, values, and strategic direction
· Incorporate principles of Equity, Diversity, Inclusion and Belonging into the policy framework, in consultation with appropriate stakeholders
· Ensure CNC policies and procedures are accessible to all and wherever possible written with plain language principles
· Support Administrators to identify goals and metrics for policy work

Other Activities:
· Provide direction and guidance to PPS department staff on policy projects
· Supervise and provide leadership to staff by coaching, guiding and modeling key behaviors/strategies, encouraging dialogue and providing guidance and advice to facilitate resolutions to work issues
· May serve as a member of committees as appropriate or perform other miscellaneous duties as assigned by the Director

· You will promote a positive work atmosphere by interacting and communicating in a professional manner that demonstrates mutual respect with students and colleagues.

Skills & Qualifications
· Bachelor’s degree in Public Administration, Law, Social Sciences, or a related subject with courses in policy analysis and governance
· Five or more years’ experience working with policies including drafting, research, analysis, and development is required
· Training and experience in business process management, and/or data analysis and interpretation
· Demonstrated understanding of the post-secondary education system and applicable provincial legislation
· Current knowledge of relevant provincial and federal laws, policies, regulations, and codes/standards
· Strong collaborative and interpersonal skills with the ability to build consensus around changing procedures and processes
· Proven ability to communicate effectively to a variety of audiences in a clear, concise and effective way, both verbally and in writing
· Proven ability to facilitate discussions among multiple stakeholders with various and sometimes conflicting interests to achieve a cohesive approach that meets organizational objectives
· Effective and persuasive leadership style; comfortable at all levels of an organization
· Articulates and implements institutional leadership and philosophies, with demonstrated experience in leading cross-departmental teams
· Skill in examining operations and systems, formulating policy, and developing and implementing new strategies and procedures

· Ability to lead others and prioritize departmental work effectively to meet demanding work schedules and deadlines, usually beyond the control of the position and department
